Here is a comprehensive summary of the latest return-to-service announcements. The information will be updated as destinations announce updates to their operations.

DESTINATIONS RETURN TO SERVICE DATE
ANGUILLA Borders are open for international travellers. Travellers must submit a negative COVID-19 test taken three to five days prior to arrival, take another test upon arrival to the country, and taking a third test after 10 days. Additionally, travellers must pre-register online in order to enter the country. 
ANTIGUA & BARBUDA The Government of Antigua & Barbuda announced a phased approach to the reopening of the country’s tourism and hospitality industry and welcomed the first commercial airline on 04JUN, 2020.

To enter the country, one must present a negative COVID-19 test result taken a week prior to departure. Individuals will also be tested upon arrival into the country. 

ARUBA Aruba announced the country officially reopened its borders and welcomed inbound Canadian travellers on 10JUL, 2020.

To enter the country, visitors must fill out an online entry card, a personal health form, and present a negative COVID-19 result taken within 72 hours prior to departure. If travellers do not take a test before entering, they will be required to take one when entering the country and quarantine in their hotel room until they receive the result (usually up to 24hr).  

BAHAMAS The Bahamas reopened its borders for tourism on 07SEP, 2020, but with limited flight and resort options. Starting 15OCT, 2020, the government of the Bahamas plans to reopen all major hotels and resorts, including beaches, and resume more frequent flights.

To enter the country, travellers must show proof of a negative COVID-19 test taken five days prior to departure. Travellers will also complete another COVID-19 test on the 5th day of their trip. 

Effective 14NOV, 2020, individuals who travel to Bahamas must opt in for COVID-19 insurance when applying for their Health Travel Visa. 

BARBADOS Barbados reopened its borders on 12JUL, 2020.

Within 72 hours prior to departure for Barbados, all travellers from high-risk countries are encouraged to take a COVID-19 PCR test from an accredited laboratory. On arrival in Barbados, travellers will be required to present evidence of a negative result of a PCR COVID-19 test and bar code to clear immigration. Travellers without a documented negative PCR test will be required to take a test upon arrival, and will be quarantined at their expense, pending the results.

CAYMAN ISLANDS Airports are closed to international leisure and non-essential travel.

Caymanians and visitors who have been approved to enter arriving on flights from any destination will be required to quarantine for 14 days. On day 15 of quarantine, individuals will take a COVID-19 test and must isolate until results have been returned. 

Visitors wishing to travel between islands must been approval and may be subject to a COVID-19 test. 

COSTA RICA Beginning 26OCT, 2020, travellers entering Costa Rica by air will no longer need to present a negative RT-PCR test result.

Beginning 01NOV, 2020, international travellers will need to fill out the electronic epidemiological HEALTH PASS form, available at https://salud.go.cr, and need to obtain travellers medical insurance which can be purchased in Costa Rica through the National Insurance Institute. 

CUBA Cuban borders opened on 01JUL, 2020.

Upon arrival, all visitors will be required to take a free PCR COVID-19 test, visitors will await their results, which will take approximately 24 hours, at their designated hotel. 

Mandatory pre-testing will not be required.

CURAÇAO On 01JAN, 2021, Curaçao officially reopened to all international travellers. To enter the country, travellers must fill out a digital immigration card, and show proof of a negative COVID-19 test taken within 72 hours before departure.
DOMINICAN REPUBLIC The Dominican Republic officially welcomed travellers back to its shores on 01JUL, 2020. As of 15SEP, 2020, travellers do not need to present a negative COVID-19 test taken prior to departure. Instead, airport authorities will randomly select passengers to preform a breath test, anyone who is showing symptoms will also be tested. 

Effective 29NOV, 2020, individuals entering the country must complete an entry and exit form which is available online. 

DUBAI Dubai has allowed foreign visitors to enter as of 07JUL, 2020, while foreigners with residency visas have been able to enter from 22JUN.

It said those entering would have to present certificates to show they had recently tested negative for the coronavirus or would undergo tests on arrival at Dubai airports.

EUROPEAN UNION The EU has recently taken Canada off its Safe Travel list. This will impact which countries will accept/deny Canadian travellers. 

Countries that have banned Canadians from entering are:

  • Germany banned Canadians as of 27OCT, 2020. 
  • Czech Republic banned Canadians as of 22OCT, 2020.
  • The Netherlands banned Canadians as of 27OCT, 2020.
  • Portugal banned Canadians as of 31OCT, 2020. 
  • Greece banned Canadians as of 25OCT, 2020. 
  • Spain banned Canadians as of 30OCT, 2020. 

Hungary has closed its borders to all international visitors as of 01SEP, 2020. 

France has implemented new Covid-19 protocols. As on 08JAN, anyone travelling to France from outside the European Union must show a negative COVID-19 test and self-isolate for a week upon arrival. In addition, France's new, earlier curfew time of 6 p.m. kicked in on 16JAN.

GRENADA Grenada has reopened its borders for Canadian tourists.

All passengers must also undergo a rapid test on arrival at the airport. If the rapid test is positive, the traveller will then be tested using swab/PCR and placed in quarantine at an approved accommodation at their expense, for 2 – 4 days, pending the PCR result.

HAWAII Borders in Hawaii are open, but all travellers entering Hawaii will be subject to the mandatory 14-day quarantine until December. 

Starting mid December, travellers can skip quarantine by showing proof of a negative COVID-19 test taken 72 hours prior to departure. Passengers who do not provide a negative COVID-19 test will be required to self-quarantine for 14 days or the duration of their stay. 

JAMAICA Jamaica reopened its borders on 15JUN 2020. A pre-arrival negative PCR test is not required for Canadians. Guests must stay in a COVID-19 approved housing facility. 
MEXICO Puerto Vallarta
On 01JUL, 2020, Puerto Vallarta welcomed its first international visitors since the reopening of its hotels and beaches. More than 45 hotels have reopened to visitors, with a maximum 30% occupancy, and are offering modified access to on-site restaurants, pools and beaches.

San Miguel de Allende
Located in the State of Guanajuato has reopened to tourists as of 16JUL, 2020, with hotels working with a maximum 40% capacity and everyone must adhere to social distancing and mask protection.

Baja California Sur
The state reopened to tourism on 15JUN, 2020. Hotels will limit capacity to 30% and bars that do not serve food are closed. 

Quinta Roo 

  • The state reopened on 08JUN, 2020 
PUERTO RICO Puerto Rico borders reopened for international tourism on 15AUG, 2020. Although, they are encouraging individuals to visit for essential purposes only.  If the trip is essential, travellers must fill out a pre-arrival form and provide a COVID-19 test taken within 72 hours prior to departure. As of 08JAN, 2021, there will be a curfew of 11pm-5am enforced. 
RWANDA  The first commercial flight to Rwanda was welcomed back on 01AUG, 2020.

All passengers are required to show proof of a negative Covid-19 test taken within 72 hours of arriving in Rwanda.

ST KITTS AND NEVIS Borders in St. Kitts and Nevis will reopen for tourism on 31OCT, 2020. 

International travellers coming from the U.S., Canada, U.K., Europe, Africa, South America and everyone traveling from outside of the CARICOM member states, must complete an Entry Form, submit a negative PCR test completed within 72 hours of travel, have a health screening at the airport, and download the SKN COVID-19 contact tracing mobile app.

During their first week on island, visitors are required to 'vacation in place' at their hotel property. During this time, guests will still be able to interact with other guests and partake in hotel activities.

SAINT MARTIN/SINT MAARTEN The border reopened to Canadians on 01JUL, 2020. A negative PCR test of less than 72 hours is required to enter and exit the territory.

American visitors are only allowed on the dutch side of the island. 

Cruise ships are prohibited on both sides of the island.

SAINT LUCIA The Government of Saint Lucia has reopened the borders for air travel as of 09JUN, 2020. Visitors must book their stay in a government approved facility which can be found here

To enter the country, one must fill out a pre-arrival form and  present a negative COVID-19 test taken within seven days prior to departure in order to enter the country. As part of their quarantine, visitors must stay on their hotel property for 14 days, on the 15th day they are able to participate in approved excursions and visit approved restaurants. 

ST. VINCENT
AND THE GRENADINES
Borders are open for international travel and hotels are open with on-site nurses.

To enter the country Canadians must:

  • Complete a pre-arrival form which you can find on their government website
  • Present a negative Covid-19 test taken within 72 hours prior to departure. 
  • Be tested for Covid-19 upon arrival 
  • Spend a mandatory 14 days in quarantine at an approved location at their own cost upon arrival to the country. 
  • Be retested on day 4 of quarantine. 
SOUTH AFRICA  South Africa reopened its borders to tourists on 01OCT, 2020.

South Africa asks all international travellers to present a Covid-19 free certificate dated no later than 72 hours within their date of arrival when they arrive. Travellers additionally must fill out a pre-arrival form. 

TURKS & CAICOS Turks & Caicos borders are open. All travellers must obtain pre-authorization via the TCI Assured portal and travellers aged 10 and up need a COVID-19 PCR test, taken at most 5 days before arrival.
UNITED KINGDOM Reopened borders on 08JUN, 2020. A 14-day quarantine at the visitor's expense will be required, and the quarantine must take place at a private address, not at a hotel.
U.S. VIRGIN ISLANDS The U.S. Virgin Islands has reopened their borders for tourists.
